

A promotion meeting, aimed at "helping
rural women become elected to villagers ' committees,"
was recently held in Tanggu District, Tianjin. Organized
by the Working Committee on Children and Women of Tianjin,
the Tianjin Women's Federation and the Civil Affairs Bureau
of Tianjin, the meeting was aimed at raising the proportion
of women members on villagers' committees in Tianjin_through
the 2006 rural elections of China.
According to the Villagers' Committee Organization Law,
villagers' committees are elected for three-year terms,
and each committee should have at least one woman member.
In recent years, the Working Committee on Children and
Women of Tianjin has made great efforts, such as conducting
surveys and studies, in promoting the elections and roles
of rural women. The working committee completed investigations
in five districts and counties of Tianjin, to determine
what preventedrural women from participating in politics,
and to determine what could be done to raise the proportion
of women members on villagers' committees. As a result,
the working committee discovered that 32 of the 34 villages
in Tanggu District had women members on their committees.
The main experiences of Tanggu District were:
1) Exercising leadership. A leading group to oversee the
elections was formed by leaders of Tanggu District's rganization
department, publicity department, civil affairs bureau,
rural work committee and women's federation. These member
organizations were bound to ensure that rural women would
be elected to villagers' committees;
2) Making policies. Tanggu District drafted and issued
different official documents to offer policy support, such
as making arrangements for elections, proposing ways to
ensure women's entrance to villagers' committees, and drafting
and enforcing elections regulations;
3) Publicity. Through the media, theatrical performances
and knowledge competitions, Tanggu District publicized the importance
of women's political participation. The elections regulations
were printed and distributed to every household in the countryside;
and
4) Holding elections. Election workers were given the
responsibility for the whole process of elections, from
working out
programs and nominating candidates to voting by ballot.
