Liaoning promotes gender equality in diversified forms

In 2004, the Working Committee on Women and Children of Liaoning Province conducted a study by questionnaires on the basic State policy of gender equality in the training courses of leaders and cadres at the provincial Party school. According to the results, eight percent of them were ignorant of the policy, 27.7 percent thought it unnecessary to popularize it, and 38.2 percent did not know about the two NPAs--National Program of Action for Child Development in China and National Program of Action for the Development of Chinese Women. It indicated that quite a number of leaders and decision makers lacked an understanding of the basic State policy of gender equality, and therefore failed to realize the important role of gender equality in social development.

Regarding its responsibility to enable women and children to receive fair treatment, the Provincial Government and the Provincial Party Committee have made it an important strategic task to popularize and implement the basic State policy of gender equality and the NPAs at both the Party school and grassroots levels. By the end of 2004, 6,200 leaders and cadres had received specific training about the policy and NPAs. Over 2,600 communities have also established publicity groups to popularize the contents of the policy and NPAs among the broad masses.

2004年辽宁省政府妇女儿童工作委员会在省委党校各层次领导干部培训班上，通过调查问卷形式进行了男女平等基本国策相关问题调查。调查显示，有8％的干部不知道男女平等基本国策，有27.7%的干部认为没有必要宣传这一国策，38.2%的干部对妇女．儿童发展纲要不了解。这表明男女平等基本国策和两纲在领导干部中知晓度还很低，有相当一部分领导者和决策者没能从科学发展观的高度来认识性别平等在促进社会发展中的作用。

省政府认为，让广大妇女儿童在改革中真正得到实惠，享受到公平公正待遇，是政府的责任。为此，省委、省政府作出决定，把男女平等基本国策和两纲的宣传、贯彻和落实作为一项重要的战略任务，强力推进到党校的领导决策层，推进到社区（村屯）百姓中，为辽宁老工业基地的振兴构建更加和谐的社会环境。截至2004年底，全省各级党校的6200名领导干部接受了男女平等基本国策和两纲的培训。对男女平等基本国策和性别意识纳入决策主流起到了重要作用。全省2600余个社区成立了宣讲团，通过不同形式向广大群众宣传男女平等基本国策和两纲的内容。

Popularizing Gender Equality at All Levels

In January 2004, the provincialorganization department, publicity department, Party school, department of civil affairs, women's federation and Office of the Working Committee on Women and Children, based on the studies and discussions, jointly issued the Notice on Bringing the Basic State Policy of Gender Equality into the Training Course of Cadres at Various Levels and the Notice on the Basic State Policy of Gender Equality and the NPAs' Entry of Communities.

Seizing the opportunity of the "publicity year of the basic State policy of gender equality" put forward by the All-China Women's Federation last year, in 2004 the Working Committee on Women and Children of Liaoning Province held a grand Launching ceremony of the entry of the basic State policy of gender equality into communities on the opening ceremony of the Party school of the Provincial Party Committee. More than 500 Party leaders and cadres and the directors of the relevant departments from the local organization department, publicity department and the Party school participated. The working committee also compiled the Textbook on the Basic State Policy of Gender Equality and input the contents on disk, distributing them to 116 Party schools above the county level. By the end of 2004, 6,200 leaders and cadres had received such training, greatly promoting the process of bringing the basic State policy of gender equality and the NPAs into the provincial plan.

Promoting Gender Equality in Diversified Forms

In 2004, the Provincial Government organized a research team on women and children's key and difficult problems, which was led by the secretary-general and made up by some member units. Through the study, they found out that 36 percent of the local residents did not know about the basic State policy of gender equality and the NPAs. To strengthen the popularization of the policy, they organized varied and colorful activities to attract the local people to take part in, such as showing vivid publicity boards to government departments at all levels, organizing mobile exhibitions and lectures in the communities, compiling the contents of the policy into the popular theatrical performances, organizing experts, scholars and legal workers to offer on-the-spot consultancy services, and holding a competition and TV open tournament on the relevant knowledge.

Through the joint efforts of the Provincial Party Committee, Government and the member units over the past year, the Party schools at various levels have offered courses on the basic State policy of gender equality and the NPAs lectured by full or part-time teachers, with the Textbook on the Basic State Policy of Gender Equality as the teaching material. Over 2,600 communities have established publicity groups to popularize the contents of the gender equality policy and the NPAs among the broad masses in diversified forms. The Liaoning TV Station and Liaoning Daily have established special features and columns to regularly reflect the development of women and children. The Provincial Government has held the Forum on the Invigoration of the Old Industrial Base and the DeveJopment of Women and Children, and established teams to study some key problems, including women's employment, childbirth insurance, and birth defects. The Provincial Government has carried out the "Loving Care Project," and invested 92.36 million yuan to offer financial aid for free compulsory education to 418,000 students from poverty-stricken families. The provincial and municipal governments have also established the observation and survey fund for women and children's public health, the relief fund for needy pregnant women facing risks, from which 250 pregnant women benefited.

Establishing the Mechanism

To truly realize gender equality to promotethe harmonious development of society, the Liaoning Provincial Government plans to do more practical things for women and children in 2005, including:
　 * Establishing and gradually perfecting the statistical databases of women's employment, education and public health, organization and personnel matters;
　 * Investing 160 million yuan to buy 60,000 public welfare posts for needy women between 40 and 50 years old;
　 * Allocating five million yuan for women's re-employment;
　 * Continuing the "Love Care Project" to help students from poverty-stricken families enjoy free compulsory education;
　 * Adding 20 million yuan to the original 2004 fund to offer scholarships to excellent needy college students;
　 * Establishing "green thoroughfares" to guarantee that they can complete their studies smoothly.
